In an interview with “The Chiefs” on Cignal TV’s One News, Carpio reiterated his call for a more vigorous campaign to change the mindset of the Chinese that the West Philippine Sea does not belong to China. He also said that there are now bills pending in Congress pushing for the declaration of portions of the West Philippine Sea as a marine protected area. Last month, the Social Weather Stations (SWS) released results of a survey showing 84 percent of Filipinos convinced that the Duterte administration was not doing enough to stop China’s intrusion in the West Philippine Sea. He said the 84 percent “would go up by the end of the year.” “That is good because it is only when we are united can we get the ruling enforced,” he said. He said the Philippine government should continue to assert its rights over the West Philippine Sea and every year it should do something to fortify the ruling handed down by the Permanent Court of Arbitration in The Hague in 2016. The ruling states that China has no legal basis for its nine-dash line territorial claim. Carpio was part of the Philippine legal team that won the landmark case. He also said Filipinos should take time to understand the issues so that they could better explain the country’s position to other nationalities. Once they have convinced other countries of the Philippines’ position, together they could convince the Chinese that the West Philippine Sea does not belong to them. “China will not accept the ruling, not unless the Chinese people realize that the historical narrative 2000 years ago is false. Since grade school to college they have been taught that they own the South China Sea and they really believe it because they were not taught other things,” he said. “We have to change their mindset. The Chinese government will not comply with the ruling until the Chinese people realize that historical narrative is false. If the Chinese government complies with the ruling today, that would delegitimize them before the eyes of the Chinese people,” Carpio pointed out. He said it should also be impressed upon other nations that “if China can seize the South China Sea and deprive us of our EEZ (exclusive economic zone), your bigger neighbor might seize your EEZ also, it might follow the example of China.”

Following last Monday’s Freedom of Navigation Operations (FONOPS) 12 nautical miles from the now Chinese-occupied man-made island on Panganiban (Mischief) Reef in the West Philippine Sea, the US Navy vowed to continue naval operations to keep the disputed Spratlys open to all ocean-going vessels. US Indo-Pacific Command commander Admiral Phil Davidson told the US Senate Armed Services Committee on Tuesday that the freedom of navigation operations will push through, a day after US Navy ships USS Spruance and USS Preble sailed within 12 nautical miles of Panganiban Reef. Located 130 nautical miles west of mainland Palawan, the reef that was a former obscure maritime feature that falls within the Philippines’ 200-nautical mile exclusive economic zone has been transformed by Beijing into one of its highly fortified military bases. Claiming almost the entire South China Sea as an integral part of Chinese territorial domain, Beijing has been flexing its muscles in an apparent bid to subjugate other claimant-countries in the disputed region. Future US FONOPS in the South China Sea, he said, will soon include allies and partners to include the United Kingdom, Japan, Australia, New Zealand, Canada and France. Philippines to complete Pag-asa Island repairs by 2019. MANILA, Philippines — The Philippines is expecting to finish the repairs of the runway on Pag-asa (Thitu) Island in the West Philippine Sea by the end of 2019, Defense Secretary Delfin Lorenzana said Friday. In May, Washington-based Asian Maritime Transparency Initiative released satellite imagery showing repairs have begun at the Rancudo Airfield on Pag-asa Island, one of the largest features in the Spratly Islands. Defense Secretary Delfin Lorenzana confirmed that the Armed Forces of the Philippines recently started constructing a beach ramp and a mooring bollard on the island. "When completed, these will facilitate the transport of materials for repair and concreting of the airstrip," Lorenzana said in a speech at the Pilipinas Conference 2018 in Makati City. As part of its efforts to protect national territory and uphold sovereignty, the armed forces also facilititated hydrographic reconnaissance and site survey of Mavulis Island in Batanes. This is for the construction of a fisherman's shelter on the country's northernmost island. Lorenzana stressed that the military continuously shows presence within the country' exclusive economic zone. "We have intercepted intrusions to Philippine-claimed features. Littoral monitoring detachments and littoral observatory stations provided common air and maritime operating picture in the West Philippine Sea, Philippine Rise and other parts of the Philippine territory," he said. Paul Reichler has specialized in the representation of sovereign states in disputes with other states and with foreign investors for more than 25 years. He is part of a select group of lawyers with extensive experience litigating on behalf of sovereign states before the International Court of Justice in The Hague and the International Tribunal on the Law of the Sea in Hamburg, Germany. Among many other clients and cases, Reichler has particular experience representing and advising sovereign states in land and maritime boundary disputes with neighboring states, including Nicaragua against Colombia in the International Court of Justice from 2007 to 2012 and Bangladesh against Myanmar before the International Tribunal on the Law of the Sea from 2009 to 2012. Philippine Military Always Prepared With Any Situation with China!!, MANILA - Philippine Foreign Minister Alan Peter Cayetano says Philippine President Rodrigo Duterte is always ready for any situation with China if Beijing has crossed the red line and unilaterally claimed natural resources in the South China Sea. The Philippine diplomat stated, the Philippine red line is China's construction in the Scarborough Shoal or attempts to expel the warship of the Philippines, BRP Sierra Madre, from the Spratli Islands. Another red line is that apart from the Philippines, no other party can take natural resources in the region. Cayetano says the Philippines will always defend its rights, including China, to protect its rights in the South China Sea. "If anyone seizes the natural resources in the West Philippines Sea, he (Duterte) will order to go on his defense," Cayetano said in a statement, as quoted by Russia Today on Tuesday (29/5). Cayetono's statement itself is in fact contrary to what is delivered by Duterte. Previously, Duterte said that his country was not able to compete with China's combat technology. "I can not afford to rival China's current combat technology. "I really want to do something to emphasize our position, but you know, when I became president, there was a problem in the West Philippines Sea," he said as he delivered in a speech on the naval 120th anniversary of the Philippine Navy in Manila. In early October 2018, a US Navy destroyer sailed close to Chinese-occupied territory in the area, a freedom-of-navigation exercise meant in part to contest Beijing's expansive claims. During that exercise, a Chinese destroyer approached the US ship — reportedly as close as 45 feet — in what Navy officials called an "unsafe and unprofessional maneuver." "The tension is escalating, and that could prove to be dangerous to both sides," a senior US official told Reuters on Sept. 30, 2018, after China canceled a meeting between its officials and Defense Secretary Jim Mattis — the second senior-level meeting called off in a week. The encounter between the US and Chinese ships took place near the Spratly Islands, at the southern end of the South China Sea. Farther north, at Scarborough Shoal, the US, the Philippines, and China have already butted heads, and their long-standing dispute there could quickly escalate. The Philippines took over Scarborough after its independence in 1946. But in 2012, after a stand-off with the Philippines, China took de facto control of the shoal, blocking Filipino fishermen from entering. On January 27, Filipino fishermen were fishing off Scarborough Shoal, also known in the Philippines as Panatag Shoal, in the West Philippine Sea, in an area that both the Philippines and China claim as part of their exclusive economic zones. The Chinese coast guard approached the fishermen and sprayed a water cannon on the vessel to drive it out of the area. Armed Forces public affairs chief Lt. Col. Ramon Zagala said the incident threatened freedom of navigation in the region. "Where does weakness lie? Does it lie on our fishermen or the Chinese coast guard firing water cannons at us?" he was quoted by the Philippine Star as saying. "It lies with the Chinese coast guard." "They [the fishermen] are just doing their livelihood. Why shoot them like that? Why do you we have to assert yourself that way?" he said. Since the start of the year, Beijing has required foreign fishing boats to seek approval before entering waters that China claims as its own. According to Reuters, China claims about 90 percent of the South China Sea's 3.5 million sq km (1.35 million sq mile) waters. Taiwan, Malaysia, the Philippines, Brunei and Vietnam also claim parts of the sea. Scarborough Shoal lies 220 km off the main Philippines island of Luzon.
