More troops will be deployed in the West PH Sea to affirm territorial, Metro Manila (CNN Philippines, July 18) — The Philippine military has deployed more troops around the country's borders and outposts in the West Philippine Sea in the past year to assert its claims over the contested region. "To maintain effective occupation over Philippine islands and features, our Armed Forces (AFP) deployed more personnel to these areas," National Security Adviser Hermogenes Esperon said Wednesday during a pre-State of the Nation Address forum in Manila. Esperon said the AFP had conducted naval patrols covering 180,000 nautical miles of the Philippines' maritime domain, as well as over 2,400 flying hours of maritime air patrol. With the building of 20 observing stations near the shore, more than 66,223 were spotted within the Philippines' maritime area. Esperon also brought up meetings with China, who asserts its historical claims over majority of the West Philippine Sea, as part of resolving the dispute. "These efforts seek to improve the ability to manage developments in the West Philippine Sea so as not to escalate tensions, to widen the access of Filipino artisanal fishermen in Scarborough Shoal, and to protect our environment and marine ecosystem," he said. Esperon said, "We are preparing for peace." Esperon said this is consistent with President Rodrigo Duterte's approach to foreign policy: being a friend to all nations and an enemy to none. The administration has faced criticism amid its approach to the West Philippine Sea dispute, two years after the Hague international tribunal ruled in favor of the Philippines. ✅ Top Stories Today - In early October 2018, a US Navy destroyer sailed close to Chinese-occupied territory in the area, a freedom-of-navigation exercise meant in part to contest Beijing's expansive claims. The encounter between the US and Chinese ships took place near the Spratly Islands, at the southern end of the South China Sea. Farther north, at Scarborough Shoal, the US, the Philippines, and China have already butted heads, and their long-standing dispute there could quickly escalate. Chinese control of Scarborough — about 130 miles west of the Philippine island of Luzon and about 400 miles from China's Hainan Island — is an ongoing concern for the Philippines and the US. Given the shoal's proximity to the Luzon, if "China puts air-defense missiles and surface-to-surface missiles there, like they have at other South China Sea islands, they could reach the Philippines," Bryan Clark, a senior fellow at the Center for Strategic and Budgetary Assessments, said in late August 2018. After 2012, Manila took its case to the Permanent Court for Arbitration at The Hague, which ruled in favor of the Philippines in July 2016, rejecting China's claims and finding that Beijing had interfered with Philippine rights in its exclusive economic zone, including at Scarborough. (EEZs can extend 230 miles from a country's coast.) That warning was followed by increased Pentagon activity in the region, including flying A-10 Thunderbolts, which are ground-attack aircraft, near Scarborough a month later. Tensions between China and Philippines eased after the ruling was issued, however, as Philippine President Rodrigo Duterte, who took office in July 2016, pursued rapprochement. The Philippines said in February 2017 that it expected China to try to build on the reef, which Manila called "unacceptable." The following month, Chinese authorities removed comments by an official about building on Scarborough from state-backed media, raising questions about Beijing's plans. More recently, the Philippines warned China of its limits at Scarborough. "What is our red line? Our red line is that they cannot build on Scarborough [Shoal]," Philippine Foreign Secretary Alan Peter Cayetano said in May 2018. Cayetano said the other two red lines were Chinese action against Philippine troops stationed at Second Thomas Shoal in the Spratlys and the unilateral exploration of natural resources in the area. The announcement comes as the Philippines is embroiled in a bitter dispute with China over rival claims to parts of the sea, including a rich fishing shoal close to the military base. Defense department spokesman Peter Galvez said the Philippines would station aircraft and naval vessels at Subic Bay, which was one of the US military's biggest overseas bases until it closed in 1992. "It's location is very strategic," Galvez said, referring to its position facing the South China Sea, which Manila calls the West Philippine Sea. "If we need to deploy to the West Philippine Sea, it (Subic) is already there, we do not deny that. It's a deepwater port." After the Americans left, the sprawling base about two hours' drive north of Manila was converted into a trading zone and industrial hub with tax concessions for businesses who set up shop. The Philippine Coast Guard (PCG) has been allocated with PHP6.7 billion for the acquisition of sea and air assets in 2018, House appropriations committee member Surigao del Sur Representative Johnny Pimentel said. PHP3.1 billion was lodged in the budget of the PCG itself, while P3.6 billion is in the allocation of its mother agency, the Department of Transportation. “The fresh funding will help pay for the acquisition of 10 newly built 44-meter patrol boats from Japan, of which five have already been delivered to the PCG,” Pimentel said. The budget will also be used for the French-built four 24-meter fast boats and 82-meter vessel expected to be delivered in 12 months and in 2019, respectively. The PCG is also acquiring two Japan-made 94-meter patrols vessels expected to be delivered in 2020 and 2021. “The 94-meter boats in particular can operate continuously for 15 days, so they can help reinforce existing Philippine Navy and PCG vessels that are now guarding our exclusive economic zone in the West Philippine Sea,” Pimentel said. He added that the PCG is also spending PHP922 million for firearms, PHP686 million for a chopper meant for deployment aboard a boat and PHP682 million for smaller watercraft. 4000 new PCG uniformed personnel will also be hired in preparation for upcoming new assets. “We’ve increased from 8,930 this year to 12,930 in 2018 the authorized positions for uniformed PCG personnel,” Pimentel said.

(AFP) deployed more personnel to these areas, Metro Manila (CNN Philippines, July 18) — The Philippine military has deployed more troops around the country's borders and outposts in the West Philippine Sea in the past year to assert its claims over the contested region. "To maintain effective occupation over Philippine islands and features, our Armed Forces (AFP) deployed more personnel to these areas," National Security Adviser Hermogenes Esperon said Wednesday during a pre-State of the Nation Address forum in Manila. Esperon said the AFP had conducted naval patrols covering 180,000 nautical miles of the Philippines' maritime domain, as well as over 2,400 flying hours of maritime air patrol. With the building of 20 observing stations near the shore, more than 66,223 were spotted within the Philippines' maritime area. Esperon also brought up meetings with China, who asserts its historical claims over majority of the West Philippine Sea, as part of resolving the dispute. "These efforts seek to improve the ability to manage developments in the West Philippine Sea so as not to escalate tensions, to widen the access of Filipino artisanal fishermen in Scarborough Shoal, and to protect our environment and marine ecosystem," he said. Esperon said, "We are preparing for peace." Esperon said this is consistent with President Rodrigo Duterte's approach to foreign policy: being a friend to all nations and an enemy to none. The administration has faced criticism amid its approach to the West Philippine Sea dispute, two years after the Hague international tribunal ruled in favor of the Philippines. China completed its dredging work to build seven new islands in the Spratly at the beginning of 2016. But the next phase of its buildup in creating air and naval bases was largely after Duterte took office in June 2016. Data previously released by the Asia Maritime Transparency Initiative show that the construction of China's facilities at Spratlys and Paracels by 2017 includes 72 hectares or 290,000 square meters. Kagitingan reef (Fiery Cross Reef) has the most construction with 27 acre or 110,000 square meters. It was also the same year with hangars, airstrips, missile shelters, underground structures, radar communications built or completed. China has also made greater activity by 2018 with the spread of bombers, military transport aircraft, anti-ship and anti-missile platforms, and communications jamming equipment. The government has received criticism for its non-confrontational attitude to the West Philippines Sea problem. Foreign Minister Alan Peter Cayetano has repeatedly explained that they do not want to be involved in a "shouting match" with China. While the strategy may have changed under the Duterte administration, Cayetano insisted that the Philippines has not yet yielded to its claims in the West Philippines Sea. Hilbay, however, said favorable arbitration rulings should be the "core base" of the West Philippine Sea strategy. "It's important to understand what that decision means. This is the reaction of Rep. Cayetano, who is a vice presidential candidate for Duterte in 2016, said in a CNN Philippines interview that the country is still in control of Sandy Cay, a herd located about 2.5 nautical miles from Pag-asa Island, which is part of Palawan province. The Foreign Minister stressed that Filipinos are free to patrol and fish in the waters. "While it was a disappointment that made Secretary Cayetano terrified of the challenge of going to Sandy Cay with me, I hope I can rely on his words that he will get me escorted there.I will ask the Department of National Defense to allow me to join the mission next delivery in Pag-asa, "he said. He said that he would be happy if it proved wrong if it meant that the Philippines basically controlled Sandy Cay. "For the sake of the country's interests and the welfare of our fishermen, I hope I'm wrong, because Cayetano's secretary insists that we are in control of Sandy Cay so we should be able to see the markers in the area," he said. The crash of the Carrier Air Wing (CVW) 5 F/A-18 "is under investigation." Osamu Kosakai, spokesman for the ministry's Okinawa defense bureau, meanwhile said the jet crashed some 250 kilometers (156 miles) east-southeast of Okinawa's capital city Naha at around 11:45 am (0245 GMT). "The crew was immediately and safely recovered by USS Ronald Reagan (CVN 76) search and rescue aircraft and brought back to the ship for evaluation by medical personnel. Both aviators are in good condition," the US Navy said in a statement Monday. "Ronald Reagan has resumed normal operations," it added. The US Navy said CVW 5 is onboard Ronald Reagan, "and is currently underway in the U.S. 7th Fleet area of operations in support of security and stability in the Indo-Pacific region." Japan's coastguard "dispatched an aircraft to the waters to see if there is any debris or floating oil", a coastguard spokesman told AFP. Okinawa accounts for less than one percent of Japan's total land area, but hosts more than half of the approximately 47,000 American military personnel stationed in Japan.
