Will the Caspian Sea deal hold? | Inside Story

24:31
Some call it a sea, others a lake. For decades its status has been questioned. Five countries - Iran, Russia, Kazakhstan, Turkmenistan and Azerbaijan - now agree the Caspian Sea, as it is commonly known, has "special status." They all have coastlines on the water, and disputed who owned the area of water. And a deal’s now been done…to share the surface and divide up the seabed. The new agreement will open the way for oil and gas exploration...if it holds. And it could lead to a new global energy and political alliance? Presenter: Mohammed Jamjoom Guests: Stanislav Pritchin, analyst at the Russia and Eurasia programme at Chatham House. Foad Izadi, professor of world studies at the University of Tehran. Iran and Russia join forces for joint war games in Caspian Sea - Iran military 2019

03:47
Iran and Russia join forces for joint war games in Caspian Sea - IRAN and Russia are preparing to hold joint naval exercises in the Caspian Sea for “peace and stability”, says the commander of the Iranian navy. Rear Admiral Hossein Khanzadi has been quoted by semi-official news agency Mehr as saying the two countries are planning “war games” that will be implemented in the “near future”. Iran and Russia have held several naval drills in the Caspian Sea, including in 2015 and 2017, with the Iranian commander saying cooperation between both navies had “strengthened in recent years”. He also praised wider Caspian Sea cooperation as a “model for guaranteeing peace, stability and friendship”. Mehr reported on Sunday the naval commander said: “Tactical, rescue and anti-piracy war games between Iranian and Russian naval forces are being planned and will be implemented in the near future.” The two countries have close ties, including in Syria where they both back President Bashar al-Assad in the country’s civil war. Mr Khanzadi Iran’s opposition to the military presence of any country from outside the region in the Caspian Sea, saying: “All countries around the Caspian have the same approach,” Mehr reported. Russia said last year it was firmly committed to deepening ties with Iran despite a US decision to quit an international nuclear deal and reimpose sanctions on Tehran. Enclosed by land and borderes by Russia, Iran, Kazakhstan, Azerbaijan and Turkmenistan, the Caspian Sea is the world’s biggest enclosed body of water. The sea is rich in offshore oil and gas deposits worth trillions of dollars. In August Iran and Russia agreed with the three other ex-soviet nations how to divide up the oil and gas resources of the sea, leading the way for more energy exploration. The deal followed a vow made by US president Donald Trump to implement sanctions against Iran’s energy industry in an attempt to restrict its trade of oil. Yesterday Iran sent a menacing warning to the US, threatening to deploy warships in the Atlantic Ocean in response to repeated US deployments in the Persian Gulf. The news came as tensions between Washington and Tehran continued to deteriorate over the former's decision to scrap a landmark nuclear deal and reimpose strict sanctions in response to Iran's alleged ties to revolutionary Shiite Muslim movements across the Middle East and its ballistic missile development. The Joint Comprehensive Plan of Action (JCPOA), or so-called Iran nuclear deal, was agreed by China, France, Germany, the European Union, Iran, Russia, United Kingdom, United States (who later withdrew under Donald Trump). It was intended to curb Iran’s nuclear energy programme, which the West maintained it was using as a cover up to develop a nuclear bomb. The agreement was struck in return for the lifting of crippling economic sanctions. But Trump withdrew from the deal last year, branding it “decaying and rotten”. Five Caspian Sea states signed an agreement on Sunday for collective use of the sea after over two decades of negotiations. Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan announced they had reached a consensus on how to divide up the potentially huge oil and gas resources of the world’s biggest enclosed body of water, paving way for more energy exploration and pipeline projects. The presidents of the five nations inked the landmark convention on the legal status of the sea at the Fifth Caspian Summit in the Kazakh city of Aktau. Wide of summit FILE: Mazandaran Province - 2006 16. Wide of Caspian Sea in Mazandaran Province, northern Iran 17. Various of Iranians spending time on beach by Caspian sea 18. Wide of Caspian sea shore STORYLINE: Iran pressed for a bigger territorial stake in the Caspian Sea during a meeting on Wednesday of nations bordering the sea, a lucrative source of caviar, gas and oil. Tehran insists that any new agreement should give an equal portion of the seabed for each of the five littoral states, while most other countries want the division based on shoreline, which would give Iran a smaller share. "The importance of the Caspian Sea has increased sharply in the past years because of its great amount of natural resources and its strategic position," Iranian Foreign Minister, Manouchehr Mottaki said. "Today we clearly witness the need for enforcing new laws on different dimensions of activities related to the Caspian Sea, including extracting natural resources and the effect of human activities on Caspian Sea environment and wild life," he added. Iran argues that two agreements between it and the former Soviet Union in 1921 and 1940 based on an equal division are still valid. It says the agreements should be the foundation for any new deal involving the new nations along the Caspian formed after the Soviet Union's fall in the 1990s. Mottaki, along with Russian Foreign Minister Sergey Lavrov and their counterparts from Kazakhstan, Azerbaijan, and Turkmenistan attended the conference, which is paving the way for an eventual Caspian Sea summit. A similar summit in 2002 in Turkmenistan failed to reach an agreement. Russia, Kazakhstan, Azerbaijan have signed their own bilateral deals dividing 64 percent of the sea, in its northern portion, between them. Iran does not recognise the agreements, but the countries have used the deal to start developing oil and gas resources in the inland sea. Besides the oil and gas reserves in its seabed, the Caspian nurtures the sturgeon fish, source of premium caviar. On the sidelines of the Caspian gathering, Russia's Lavrov was also expected to hold bilateral talks with Mottaki and meet Iranian President Mahmoud Ahmadinejad. But Lavrov said earlier that Iran's nuclear dispute with the US would not be on the agenda during his visit to Tehran. Traveling Iran by train | DW Documentary

42:25
Iran is opening its doors to foreigners and a train ride from the Persian Gulf to the Caspian Sea is a great way to get to know the country and its people. The travel restrictions that are now being lifted were in place for decades. Many Iranians are hoping they will now be able to lead a freer life – and we meet many of these hospitable and welcoming people on our journey through the Middle Eastern nation. The country’s most important rail link, the Trans-Iranian Railway, runs for approximately 1400 kilometers from the Persian Gulf via Teheran to the Caspian Sea. The journey starts in Khorramshahr on the Shatt al-Arab, the river border between Iraq and Iran. Traveling past oil fields, the train reaches Shushtar. One of the top sights here is the historic hydraulic system, now a UNESCO World Heritage Site. After that, the train heads up into the Zagros Mountains. The journey is interrupted by a break for prayer. Breath-taking landscapes move past the train window until we reach the highest point not only of our journey but of the entire rail network: 2,200 meters above sea level between Dorud and Arak. During a brief stop in Qom, travelers can refuel with sohan, a pastry made of wheat germ, flour and sugar. The next section of the track is high-speed and we continue on to Teheran at 160 km/h. The metropolitan area is home to more than 15 million people. The last leg takes us to the north of the country. In the Alborz Mountains, we find out what role the Trans-Iranian Railway played during Stalin’s major offensive against the German army in World War II. Our oriental rail adventure ends in Bandar-e Torkaman on the Caspian Sea. _______ Exciting, powerful and informative – DW Documentary is always close to current affairs and international events. Iran Fights Oil Pollution in Persian Gulf

02:07
Shipping is an international industry and it can only operate effectively if the regulations and standards are implemented on an international basis. International Maritime Organizations, IMO, is responsible for implementing these regulations. IMO has declared Persian Gulf the most strategic waterway in the world because of its importance in the global oil transportation. Due to war, oil leakage, extended drilling and oil extraction and also waste disposal, pollution of the water has increased alarmingly. IMO also declared The Persian Gulf with its complicated marine ecosystem consisting of various sorts of marine species as a very significant and sensitive area, and called for littoral states to protect this area. Iran has long been combating this issue by setting up laboratories and providing facilities for constant monitoring of oil pollution all on its own. As a partner of IMO, today Iran's head of Ports and Maritime Organization and IRGC Navy Force's Commander in Chief signed a memorandum of cooperation to boost preventing oil pollution and optimizing search and rescue missions in Caspian Sea and Persian Gulf region. The promotion of sustainable shipping and sustainable maritime development is one of the major priorities of IMO and Iran shares the same concern. Right after signing the deal, Navy officials joined other Navy commanders and sailors along with their families to celebrate their longtime service and appreciate their efforts in making Iran and the whole regions waters a more secure area. The Great Caspian Arms Race: Caspian Oil Fuels Military Tensions

02:50
Learn more: http://pulitzercenter.org/projects/caucasus-caspian-azerbaijan-kazakhstan-tur... The Caspian Sea has been a strategic backwater with little relevance to the rest of the world for most of its history. But recent discoveries of large oil and natural gas reserves in the Caspian Sea has set the stage for a Caspian arms race. Russia, the most powerful player in the Caspian region, has announced a plan to add 16 new ships to its navy. Iran is strengthening its second largest naval force in the Caspian region. The country's secretive posture on the Caspian sea intimidates its neighbors Azerbaijan, Kazakhstan and Turkmenistan who are building their own naval forces from scratch with modest assistance from the U.S. Mistrust lingers over the Caspian "Sea of Peace" as each country views the others' navies as a security threat and invest a lot of money to boost its own military. The importance of Iran

01:37
Iran lies at the very heart of the Greater Middle East, and in a way or another is implied in each of the many regional problems. First of all, Iran is the direct heir of the great Persian empire and of its secular cultural influence on the neighboring regions. Tehran’s ruling elite considers Iran a major regional power and for decades has been trying to acquire nuclear capabilities. Moreover, the Islamic Republic is the reference point of the Shiite galaxy, the minority branch of the Muslim world whose members live along the coast of the Persian Gulf – core of the world’s oil production – as well as in Iraq, Afghanistan and other parts of the region. This Shiite crescent is perceived as a serious threat by Saudi Arabia, a mainly Sunni country, and by other Gulf States. But there’s more to it. Iran is home to the world’s third largest oil reserves, that in fact cannot be fully exploited because of the country’s long international isolation. Also, Iran’s strategic position makes it able to blockade the Hormuz strait, a bottleneck on the world’s most important oil sea route. Through its axis with Syria, Tehran finances the Shiite Hizbullah movement in Lebanon and the Sunni extremists in the Gaza Strip, thus posing a direct threat to Israel. Finally, the Iranian plateau is located between the Caucasus and the Indian Sea. Thus, it could be a valid alternative to export the oil and gas from the Caspian basin without crossing Russia. But, at the moment, this remains un unconfessed Western dream.

Wide of meeting STORYLINE: Kazakh President Nursultan Nazarbayev, arrived in Tehran on Monday ahead of the summit of Caspian Sea littoral (coastal) states, scheduled for Tuesday. Iranian president Mahmoud Ahmadinejad greeted Nazarbayev, who was welcomed with an official guard of honour ceremony. Nazarbayev is one of five leaders set to visit Tehran for the summit, which will unite leaders from countries bordering the oil and natural gas rich Caspian Sea; Iran, Russia, Kazakhstan, Turkmenistan and Azerbaijan. Questions were raised on Monday as to whether Russian President Vladimir Putin would attend the summit, following reports of a possible assassination attempt while in Iran. Putin's presence is not expected to produce any breakthrough in talks between the five nations on dividing the resources of the inland sea, which is believed to contain the world's third-largest energy reserves. The legal status of the Caspian has been in limbo since the 1991 Soviet collapse, leading to tension and conflicting claims to oil deposits. Iran, which shared the Caspian's resources equally with the Soviet Union, insists that each coastal nation receive an equal portion of the seabed. Russia, Azerbaijan and Kazakhstan want the division based on the length of each nation's shoreline, which would give Iran a smaller share. The first summit of Caspian Sea states was held in Ashkhabad, capital of Turkmenistan in 2002. The Caspian Sea, located in northern Iran, is the world's largest body of water surrounded by land which does not have any outlet to other seas. It is bordered on the west by Azerbaijan and Russia, on the northeast and east by Kazakhstan, on the east by Turkmenistan, and on the south by Iran. Fish stocks in the Caspian Sea provide a major income source for many locals and it also supplies the domestic needs of fishery products as well as export. The high-quality caviar of the Caspian Sea is world famous. Thousands of Iranians also visit the Caspian Sea every year for their holidays. Breaking News - Caspian Sea deal may end long-held claims

06:31
Caspian Sea: Five countries sign deal to end dispute It is a landmark deal that has been more than two decades in the making. Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan - all bordering the Caspian Sea - have agreed in principle on how to divide it up. Their leaders signed theConvention on the Legal Status of the Caspian Sea in the Kazakh city of Aktau on Sunday. It establishes a formula for dividing up its resources and prevents other powers from setting up a military presence there. It is an important step in the easing of regional tensions, but the deal over the world's largest inland body of water matters for several reasons. Here's what you need to know about the hotly disputed Caspian Sea.1. Its legal status has been complicatedIt would be reasonable to assume that the Caspian Sea is, well, a sea. But at the heart of this long-running dispute is whether or not the 370,000 sq km (143,000 sq mile) body of landlocked water should be considered a lake.Until the dissolution of the Soviet Union (USSR), that's what it was known as and shared between the USSR and Iran. But the arrival into the scene of new countries that split from the USSR complicated this issue, with ensuing claim and counterclaim. Even Russia at times argued it was a sea and not a lake. Why is the difference so important? If it is treated as a sea, then it would be covered by international maritime law, namely the United Nations Law of the Sea.This binding document sets rules on how countries can use the world's oceans. It covers areas such as the management of natural resources, territorial rights, and the environment. And it is not limited to littoral states, meaning others can seek access to its resources. But if it is defined as a lake, then it would have to be divided between all five countries - and a formula about who gets what is not the easiest of equations to solve. For instance, some countries, such as Azerbaijan and Kazakhstan, established an early claim over large areas of the Five countries agree to share resources of the Caspian Sea after more than two decades of dispute. Caspian pipeline politics of Europe, Russia and China

11:33
Russia supplies more then 25 percent of Europe's hydrocarbon needs. Ever since the natural gas cutoffs in 2006 and 2009, the European countries have been searched for ways to reduce their dependency on Russian oil and natural gas. In this context, the crisis in Ukraine has sparked a new drive for the search for alternative sources of energy. One project that is of particular interest, but underappreciated in the media, is the Trans-Caspian pipeline. If realized it would significantly change the energy map of Europe in the long term. Leaders of Russia, Azerbaijan, Kazakhstan, Iran and Turkmenistan agreed on a joint statement to outline future agreements on cooperation in the Caspian region. The sides decided to hold five-party emergency services exercises next year. The Caspian Sea's oil and gas deposits, and large fish resources have made it a subject of territorial negotiations among the five states during decades. Iranian president called on the littoral states to take necessary action to protect natural sea resources and said that the Caspian Sea countries must do their best to turn the region into a center for development and cooperation. Iran Naval drill in Caspian sea code named Sustainable Security & Power 96 رزمايش نيروي دريايي ايران

02:42
July 2, 2017 (Persian calendar 1396/4/11) The Iranian Navy on Sunday began massive military exercises in waters of the Caspian Sea north of the country. A huge number of naval forces aboard destroyers and military vessels are taking part in the drills, code-named “Sustainable Security and Power 96”. During the five-day maneuver, new weapons, military systems, and equipment manufactured by the Iranian Defense Ministry will be unveiled or tested by the Navy. A number of the Air Force’s fighter jets and air defense systems have also been deployed to the area to ensure the security of the drills. Over the past few years, the Iranian Navy's forces have held several military drills in southern and northern waters. Deputy Commander of Iranian Navy Rear Admiral Mahmoud Mousavi دريابان محمود موسوي said the naval forces are planned to test the country’s new weapons and military equipment in the ongoing military drills in northern Iran. The war game code-named “Sustainable Security and Power 96 امنيت پايدار و قدرت نودوشش” is part of annual exercises of the Nay in the waters of the Caspian Sea, Admiral Mousavi said in a press conference on Sunday. Sea and air units of the Navy, shore-to-sea missile systems, diving teams, healthcare, intelligence systems, and commando units specialized in marine warfare have been deployed to the drills, he noted. The commander further emphasized that ensuring the security of the northern and southern waters has always been one of the main goals of the Islamic Republic. During the five-day exercises, new weapons, military systems, and equipment are going to be tested by the Navy, he said. Some of the Army’s fighter jets and air defense systems have also been deployed to the area to ensure the security of the drills.
